FOLLOW THE MONEY: Here’s How Museveni Government Agencies Will Share Shs7.3 Trillion in the Next Three Months

Uganda’s Ministry of Finance, Planning and Economic Development (MoFPED) has released Shs7.3tn meant for various Ministries, Departments and Agencies (MDAs) of government for the second quarter (which marks the first half) of the 2022-2023 Financial Year. 

According to figures released by Ramathan Ggoobi, the Finance Ministry Permanent Secretary and Secretary to the Treasury (PSST), 33 per cent has been provided to the MDAs.

Here is how the Shs7.3 trillion has been shared:

Shs 503 billion has been provided to Allen Catherine Kagina’s Uganda National Roads Authority (Unra) in Quarter Two for implementation of projects.

Shs 205 billion has been provided for contractual obligations under Ministry of Energy and Mineral Development

A total of Shs 142 billion has been provided for certificates and contractual obligations under Ministry of Works and Transport.

Jennifer Bamuturaki’s Uganda Airlines has been given Shs 45 billion for its requirements.

Ministry of Water and Environment has been provided with Shs 111 billion for certificates.

Shs 397.275 billion has been provided for the Parish Development Model (PDM). “This therefore means that we have released 50% of the Budget for the PDM (Ushs 529.7 billion), all parishes should now be able to access Ushs 50 million each, by half year,” added PSST Ggoobi.

Shs 337.3 billion has been provided for the Uganda National Oil Company (UNOC), meaning that Finance has now released 100 per cent of the total budget (Shs 672.3 billion) that had been earmarked for UNOC for the current Financial Year.

According to Ggoobi, this has been done to meet Government of Uganda’s equity participating interests in the East African Crude Oil Pipeline (Eacop) Company.

Shs 305.1 billion has been released for operations of security institutions as follows:

Ministry of Defence: Shs 180.36 billion

Uganda Police Force: Shs 64.5 billion

Uganda Prisons Service Shs 36.9 billion

Internal Security Organization (ISO) and External Security Organization (ESO): Shs 23.28 billion

Ggoobi also noted that Shs 265.95 billion has been released for pension and gratuity for Q2 and will also cater for the increment in pension due to salary enhancement for scientists and UPDF.

Up to Shs 137.9 billion has been provided to Uganda Road Fund for road maintenance especially to cater for roads which are affected by the seasonal rains.

Shs 122.41 billion has been provided to National Medical Stores to meet the obligations for purchase of drugs, this will ensure that 50 per cent of the budget for drugs has been released to date.

Shs 30.273 billion has been provided to agriculture institutions to cater for the planting season.

LOCAL GOVERNMENT RELEASES

A total of Shs 1,429 billion (Shs 1.429 trillion) has been released to Local Governments to cater for a number of issues:

  • Wage – Shs 796.73 billion
  • Non-Wage – Shs 265.72 billion
  • Development – Shs 221.79 billion
  • Uganda Support to Municipal Infrastructure Development (USMID) – Shs 144.28 billion

PSST Ggoobi also announced that under the Education Sub-Programme, the balance on capitation grants for schools has been fully released to cater for the third term of the academic calendar which started in September.

Meanwhile, the release of funds by the Finance Ministry was good news for science teachers and other government employees who have missed their salaries for two months. (Read Story Here).
