Former Police CID Spokesperson Goes Missing after Reportedly Being Summoned for Urgent Meeting with IGP

Former police CID spokesperson Charles Twiine has gone missing days after he was urgently summoned to meet Inspector General of Police (IGP) Abbas Byakagaba.

Twiine was spokesperson of the Criminal Investigations Directorate (CID) of the Uganda Police Force, which is responsible for detecting, investigating, and preventing crime, before he was transferred to the investigations unit of Parliament Police.

It is said that Charles Twiine has been missing since Wednesday, May 14, 2025.

Other reports suggest that Twiine had travelled with a committee of Parliament to Mbarara on Monday.

However, summoned by the IGP for a meeting on Wednesday at 7am, Twiine reportedly left Mbarara for Kampala on the night of Tuesday, May 13, 2025.

Reports indicate that the last time Twiine was last seen by or talked to his family members was on the afternoon of Wednesday.

That afternoon, it is said, Twiine was seen leaving police headquarters based in Naguru in the capital Kampala.

The former CID spokesperson had reportedly been at Naguru for a meeting with the Inspector General of Police, and that he had a scheduled meeting for as early as 7am.

Twiine’s car is said to be parked at police headquarters in Naguru since Wednesday. His known mobile phone numbers are unreachable.

Twiine’s family is yet to receive any information on his whereabouts.
