New Guidelines for Importers, Dealers of Used Cars

Uganda National Bureau of Standards (UNBS) has issued a notice to all exporters, importers, and dealers of used motor vehicles detailing new guidelines for used cars.

A statutory body established by the UNBS Act Cap 210, Unbs is mandated to; formulate, promote and enforce standards in the protection of public health, safety and the environment; ensure fair trade and customer protection against value-for-money and fitness-for-purpose; and quality assurance.

The standards are also key for competitiveness of locally manufactured and imported products and services for exports in regional and international markets, which is in line with Government priorities of export promotion, import substitution and industrialization agenda.

UNBS Executive Director Eng James Kasigwa has explained that in accordance with the UNBS (Inspection and Clearance of Imports) Regulations, 2022, all Used Motor Vehicles imported from Japan, Singapore, United Kingdom, South Africa, United Arab Emirates and other countries are subject to inspection against Uganda Standard US 845:2017 – Road vehicles — Code of Practice for Inspection and Testing of Used Motor Vehicles for Roadworthiness, a compulsory Uganda Standard.

Eng Kasigwa then announced that starting November 22, 2024, the assessment for conformity or roadworthiness of all Used Motor Vehicles coming into the country, will be done here in Uganda, under the Destination Inspection program, at an inspection fee of USD 140 or its equivalent, by UNBS inspectors prior to release from the customs controlled areas, until further notice.

“All Vehicles presented for destination inspection should have a minimum of six (6) months remaining before reaching fifteen (15) years from the year of manufacture,” he added. It should be remembered that months ago, Kasigwa, the ED issuing this notice, was in the news over his appointment.

In May 2024, Ugandans were left in shock as Candidate Kasigwa who came third in interviews was appointed the UNBS ED to replace Ebiru who was fired over corruption. (Read Stories Here, There and Over There).
