Over 4000 Ghost Workers Deleted from Government Payroll

Uganda’s Ministry of Public Service (MoPS) says it will have over 4000 ghost workers deleted from government payroll after the second round of validation exercise.

Ministry of Public Service Permanent Secretary Catherine Bitarakwate Musingwiire has written to all responsible officers of public institutions where the ghost workers have been found informing them of the deactivation of employees from January 2025 payroll following the second round validation exercise.

She noted that the Ministry of Public Service carried out a second round validation and headcount exercise for employees in the Public Service as advised by Office of the Auditor General from March 11, 2024 to June 28, 2024.

During the exercise, Public Service identified up to 4,149 names to be deleted from the payroll.

These included two thousand nine hundred sixty seven (2,967) employees who did not show up for the second round validation exercise as well as fifteen (15) employees who are suspected ghosts.

Up to Five Hundred Fifty Seven (557) employees remained on payroll after retirement or resignation; three hundred sixty eight (368) employees remained on payroll after being confirmed as having absconded; while two hundred forty two (242) deceased public officers had their records kept on the government payroll and their accounts were active on the roll after their holders’ deaths.

After the second round of validation and headcount, public service presented their validation report to Cabinet.

Under Minute No. 347 (CT 2024), further explained PS Bitarakwate, Cabinet appointed a sub committee to fine tune the recommendations of the Ministry and report back to Cabinet within two weeks.

On January 09, 2025, the sub committee directed the deactivation of the questionable records from the payroll.

“The purpose of this letter therefore is to… inform you that the above records have been deactivated from the January, 2025 payroll,” the Permanent Secretary wrote to responsible officers on January 16, 2025.

“… advise you to recommend any deactivated record qualifying for reactivation to report to the Ministry of Public Service together with a clearance letter signed by the Responsible Officer in person (the clearance letter should be personal and not shared), original academic and professional documents, original appointment and confirmation letters, original National Identity Card and Employer Identity Card, pay slip for December 2024 and January 2025 as well as certified Minutes of appointment. The opportunity for further validation will be implemented from 20th January to 7th February, 2025 only.”
