Maj Gen Jim Katuguugu Muhwezi, the minister of security in the Ugandan government, has spoken out on reports that he stashed billions in offshore accounts as alleged by recently leaked Pandora Papers.
Released by the International Consortium of Investigative Journalists (ICIJ) after months of months of review of 11.9 million records from 14 different offshore services firms, Pandora Papers expose thousands of wealthy and powerful individuals who are reportedly hiding their wealth in offshore accounts.
ICIJ claims that most of these offshore account holders exposed in Pandora Papers are wealthy people who amass wealth through corruption.
That they evade taxes and hide their loot in foreign offshore accounts.
According to Pandora Papers, 336 current and former politicians from about 200 countries and territories, including Kenya’s President Uhuru Kenyatta, former British Prime Minister Tony Blair, Russian President Vladimir Putin, and Jordanian King Abdallah, had opened secret accounts in order to hide wealth.
These individuals — envoys, cabinet ministers, heads of state and other public officials — run 956 companies in offshore havens.
The companies are mostly established in the British Virgin Islands.

ICIJ says it had asked its reporter to contact Minister Muhwezi for a comment on the allegations as revealed by Pandora Papers.
Muhwezi is said to have told the ICIJ reporter that he had no knowledge of the allegations as suggested by the leaked Pandora Papers.
“I don’t know what you are talking about and I can’t make any reply,” ICIJ has quoted Minister Muhwezi as saying.
