REPLACING JACOB OULANYAH: Byabakama’s EC Announces Date for Omoro County By-Election

Justice Simon Mugenyi Byabakama’s Electoral Commission (EC) has set May 26 as the date for the Omoro County by-election to replace deceased MP Jacob L’Okori Oulanyah. 

With Oulanyah’s death last month, the position of speaker and Omoro MP fell vacant.

Anita Among has since been elected speaker and Thomas Tayebwa deputy speaker.

But the Omoro County MP seat is still vacant.

To fill it, the EC has approved a roadmap for a byelection in the county.

EC Secretary Leonard Mulekwah has written to secretaries general of political parties informing them about a looming by-election for the directly elected Member of Parliament for Omoro County Constituency and District Woman Councillor for Lalogi/Lakwaya in Omoro District.

“Following the death of the Directly Elected Member of Parliament for Omoro County Constituency, Omoro District, Rt Hon Jacob L’Okori Oulanyah, and the resignation of the District Woman Councillor Lalogi/Lakwaya and the subsequent notification of the existence of the above vacancies by the Clerk to Parliament and the Chief Administrative Officer, Omoro District, respectively as required by law, Electoral Commission has approved a program to fill the above vacancies,” Mulekwa wrote to political parties.
“This is in line with Section 3(1) of the Parliamentary Elections Act, 2005 (as amended) and Section 171(1) of the Local Government Act, Cap 243 as amended.”
According to Section 3(1) of the Parliamentary Elections Act, 2005 (as amended), the Clerk to Parliament is required to notify the EC in writing within 10 days after a parliamentary seat has fallen vacant, after which notification a by-election shall be held within 60 days from the date the seat fell vacant.
Mulekwah has also asked political parties to nominate sub-county observers.
“This is therefore, to request you to take note of this information and to accordingly inform your Political Party members,” wrote the EC secretary.
“You are further requested to submit a list of give (5) members of your party with their two passport size photographs for accreditation to each sub-county in Omoro District and five names for accreditation for the tally centre as observers in the electoral process (Polling and Tallying inclusive).”

Speaker Oulanyah died on March 20. (Read Story Here).

Oulanyah’s body was returned on April 01 amidst tears at the Entebbe International Airport. (Read Story Here).

The former speaker’s body was taken to his home in Muyenga, Kampala, on April 03. (Read Story Here).

On Tuesday, the body was brought to parliament where MPs paid tribute to Oulanyah.

The MPs also agreed on an annual Jacob Oulanyah Memorial Day. (Read Story Here).

On April 06, Oulanyah’s body was taken to Kololo Independence Grounds for a national funeral service.

At Kololo, family members allowed MPs to view Oulanyah’s body. (Read Story Here).

His body was airlifted to his home district of Omoro on April 06. (Read Story Here).

Oulanyah will be laid to rest on April 08, according to the official BURIAL PROGRAM.
