Uganda Set to Develop New National Air Navigation Plan in Latest ICAO-UCAA Collaboration

The International Civil Aviation Organization (ICAO) and Uganda Civil Aviation Authority (UCAA) have signed an agreement that will boost aviation development in the country, including the development a new national air navigation plan for Uganda.  

The new agreement, focusing on capacity development and implementation, will see ICAO support the safe, secure, and sustainable development of Uganda’s aviation sector.

The Management Services Agreement (MSA) will enable Uganda to tap into comprehensive portfolio of implementation support products and services, including access to ICAO’s expert roster, project management, and customized training packages.

The agreement will also assist Uganda boost how it applies and complies ICAO Standards and Recommended Practices (SARPs), policies, and plans.

Present on behalf of UCAA and Uganda were Director General Fred Bamwesigye, Corporation Secretary Hellen Wanene and UCAA board members. For ICAO, Secretary General Juan Carlos Salazar, and Director of Capacity Building and Implementation Jorge Vargas were present.

According to the two parties, one of the key priorities of the agreement will be the development of a new National Air Navigation Plan for Uganda with the aim of  improving safety, efficiency, and capacity of Uganda’s air navigation system.

“ICAO is committed to supporting our Member States in their efforts to develop safe, secure, and sustainable aviation sectors,” said Salazar.

“This agreement with Uganda represents a significant step forward in our shared goal of fostering the growth of aviation in Africa.”

They added that the strategic framework will guide the development and implementation of air navigation services and infrastructure in Uganda over the next 15 years, ensuring alignment with international aviation standards.

UCAA’s Bamwesigye was confident of Uganda’s aviation sector ascending to “new heights” with this latest collaboration with ICAO.

“Uganda recognizes the crucial role aviation plays in our economic development and connectivity,” he said.

“By partnering with ICAO and leveraging their expertise, we are confident that we can elevate our aviation sector to new heights and provide better services to our citizens and visitors.”
