Bwizibwera Hill Infrastructure Master Plan to Change Mbarara District Face

Mbarara district authorities are optimistic that the face of Mbarara district will change to a tourist attraction following the commissioning of the construction of the district administration block on Bwizibwera Hill.

The Bwizibwera Hill located in Bwizibwera-Rutooma Town Council, Kashari County, in Mbarara District, is approximately 27 kilometers in Mbarara town, on the Mbarara-Ibanda road.

The Hill previously hosted the Kashari saaza/sub-county headquarters and currently, it is sitting for Bwizibwera Health Center IV.

According to the master plan, Bwizibwera Hill will have a new look for social, political and economic features if all spaces allocated for development are utilized.

Didas Tabro Tumwesigye the district chairperson says the commissioning of the construction of the headquarters is the first step towards a new Mbarara district.

Tabaro says the master plan developed for Bwizibwera Hill, where the district headquarters will be constructed has space allocated for the construction of central government ministries and agencies, a zoo, and a health training institute, among other facilities.

The 15 billion construction contract for the administration block, which will host the district headquarters, will feature modern facilities including administrative offices, public service halls, and security installations.

The construction set to commence soon is expected to be completed within two years. Mbarara district is among the ten districts of Gulu, Jinja, Kabarole, Mbale, and Masaka that were affected by the creation of new cities.

However, the government, through the Ministry of Finance, pledged to provide 10 billion shillings as startup capital to the 10 districts to relocate their headquarters.

At the launch, Tabaro urged the Minister of Finance to fulfill his promise of providing one billion every financial year to support the construction of the district headquarters impacted by the creation of cities.

The district leaders awarded the 15 Billion shillings project to the National Housing and Construction Company, and stakeholders witnessed the signing of the contract on March 7 during the launch of construction in Bwizibwera-Rutooma Town Council.

Kenneth Keijuka, the Chief Executive Officer of the National Housing and Construction Company, committed to a smooth construction if funds are available asking the government to allow them to get a loan from their pattern banks.

James Mwesigye, the Commissioner of Resident District Commissioners for the western region, who represented the guest of honor, Matia Kasaija, the Minister of Finance, said that the minister asked him to invite the district leadership and members of parliament to his office to draft an ease way of releasing the needed funds.
