Eng Joselynne Rwabwogo Rwakakooko: Who Exactly is New UEDCL Acting Managing Director?

Uganda Electricity Distribution Company Limited (UEDCL) has appointed Eng Joselynne Rwabwogo Rwakakooko as its Acting Managing Director, effective May 2, 2026, in a leadership transition announced by the company’s Board.

The appointment, communicated in a May 2 press release, forms part of what the Board described as broader governance and management adjustments aimed at strengthening leadership and improving service delivery across the national electricity distribution utility.

Stella Marie Biwaga Cingtho, the Interim Chairperson, Board of Directors, Uganda Electricity Distribution Company Limited (UEDCL), announced the appointment of Eng Joselynne R Rwakakooko.

“The Board of Directors of Uganda Electricity Distribution Company Limited wishes to inform the general public, stakeholders, and partners of the recent governance and management changes at the Company,” noted Biwaga.

“Effective 2 May 2026, the Board has appointed Eng Joselynne R Rwakakooko as Acting Managing Director of UEDCL.”

Stella Marie Biwaga Cingtho also saluted outgoing UEDCL Managing Director Paul Mwesigwa who was sent on forced leave by energy minister Ruth Nankabirwa, who also also fired board chairperson Lydia Ochieng-Obbo, as reported Here.

“The Board also extends its sincere appreciation to Mr. Paul Mwesigwa for his dedicated service to UEDCL over the years as Managing Director,” said Biwaga.

She also assured Ugandans of stable operations and UEDCL’s commitment to providing reliable power supply.

“The Board wishes to reassure the public, partners, and all stakeholders that UEDCL remains stable and fully operational. The Company has strong institutional systems and a capable workforce, and will continue to deliver on its mandate with excellence. This leadership transition will not disrupt ongoing operations,” noted UEDCL Board chairperson Stella Marie Biwaga Cingtho.

“UEDCL remains firmly committed to safety, customer experience, teamwork, integrity, and innovation as it continues to provide reliable electricity supply and services to the people of Uganda.”

The Board Chairperson also talked about Eng Joselynne Rwabwogo Rwakakooko’s profile. “Eng. Rwakakooko brings a wealth of experience to this role, having served within the senior management team and possessing over 20 years of experience in electricity distribution, commercial operations, and large-scale utility management,” said Stella Marie Biwaga Cingtho.

“She has a proven track record of leading institutional transformation, improving operational performance, and delivering sustainable growth within complex and evolving power sector environments.”

Rwakwakoko previously served as UEDCL’s Chief Commercial and Operations Officer. She has been a key member of the company’s senior leadership team, as well as efforts to make electricity distribution operations more efficient.

She had been at UMEME Limited before joining Uganda Electricity Distribution Company Limited. UEDCL took over from UMEME months ago.

At UMEME Limited, Eng Joselynne Rwabwogo Rwakakooko had served as Customer Service Engineering Manager and Head of Network Operations, among other roles.

An electrical engineer fully registered with the Engineering Registration Board, Eng Joselynne Rwabwogo Rwakakooko has experience in utility reform, revenue optimisation, technical loss reduction, and the implementation of electrification programmes.

She is also an expert on grid management, customer service systems, and large-scale electricity distribution operations.
