Kick UPDF Out of Elections, Give EC Command Over Security: Here’s Nalukoola’s Interesting Maiden Speech

Newly sworn in Kawempe North MP Luyimbaazi Nalukoola got a chance to deliver his maiden speech on the floor of Parliament on April 09.

Nalukoola of the main opposition National Unity Platform replaced fallen MP Muhammad Ssegirinya who passed on after battling sickness.

Nalukoola was sworn in after Justice Simon Byabakama Mugenyi, the Chairperson of the Electoral Commission (EC), gazetted the results of the Kawempe North byelection.

Before the gazetting of the victory, the opposition had voiced concerns on the delays by the Electoral Commission to publish the notice of declaration of results, on which the speaker swears in a new member.

In his maiden speech, Nalukooka talked of the brutality he, journalists and his supporters suffered at the hands of security officers, including the UPDF.

He said that every time he and NUP officials reported to Byabakama on the brutality meted on him and his supporters, the EC Chairperson was clearly helpless.

To cure the brutality which he said “decorated” the Kawempe North byelection, Nalukoola said Byabakama asked him that if he ever gets a chance to sit in parliament he should push for the amendment of the Electoral Commission Act.

He said the amendments would help to ensure that the EC has command of security officers so that the UPDF does not interfere in election.
