MORE BURDEN FOR TAX PAYERS: Assistant RDCs, RCCs to Get Vehicles After 2026 Elections

The Permanent Secretary and Secretary for Administration in the Office of the President, Hajj Yunus Kakande, says President Yoweri Museveni’s government will provide all Assistant RCCs and RDCs with vehicles in the 2026-27 financial year after the elections.

Opening a three-day capacity building workshop for the RDCs, RCCs, DRDCs, DRCCs, ARDCs, ARCCs, RISOs and DISOs from Ankole Sub Region at Hotel Triangle in Mbarara City on March 12, Kakande said that all DISOs, RISOs, and RDCs were given vehicles, and promised that the Deputy RDCs and Deputy RCCs would receive vehicles in the 2025-26 financial year.

The government allocated Shs 22.36 billion shillings in the 2024/25 financial year for the purchase of vehicles, computers, and office furniture for all Resident District Commissioners (RDCs) across the country.

However, the President’s Office had requested Shs 34.36 billion shillings, resulting in a funding gap of Shs12 billion shillings.

Kakande also issued a strong warning to all RDCs and their deputies about the misuse of vehicles assigned to them.

He stated that there is clear evidence of severe misuse and mismanagement of government vehicles assigned to representatives of Museveni in districts and cities.

The warning followed a request from Mbarara City Resident Commissioner Catherine Kamwine for the office of the President to procure vehicles for Assistant District Commissioners and some deputies who do not have vehicles. Kamwine mentioned that it poses a challenge for them, particularly in hard-to-reach areas.

The Permanent Secretary expressed concern about how officers handle vehicles, noting that although these vehicles facilitate government work, they also assist them in their private tasks.

He mentioned that some RDCs drive vehicles with expired service and fail to take them to mechanics, noting that this behavior is reckless and puts their lives at risk by driving mechanically dangerous vehicles.

He requested that they keep and maintain their vehicles for at least five years.
