President Yoweri Museveni’s son and Chief of Defence Forces (CDF) Gen Muhoozi Kainerugaba says he will arrest MPs after members on Parliament’s Defence and Internal Affairs Committee directed line minister Jacob Oboth Oboth to return with him on Monday.
MPs on Parliament’s Defence and Internal Affairs Committee refused to consider the budget proposals for the Ministry of Defence and Veteran Affairs unless Museveni’s son physically appears.
Youthful NUP MP Derrick Nyeko, who represents Makindye East in Parliament, tasked Defence Minister Jacob Oboth Oboth to ensure that Gen Muhoozi Kainerugaba comes to Parliament to explain his reckless posts on microblogging site X, formerly Twitter.
Of concern was Gen Muhoozi’s latest tweet on hanging opposition leader Dr Kizza Besigye, and on cutting off the head of NUP leader Robert Kyagulanyi aka Bobi Wine (who Muhoozi likes to call kabobi).
“There are questions that the CDF has to personally reply to us. We are seeing tweets all over [of him] attacking our neighbours, demanding the Ambassador [of USA to Uganda] to apologise to Uganda. We are seeing threats to behead NUP President Robert Kyagulanyi,” submitted Nyeko.
“Just yesterday, we slept with a tweet that Besigye will be hung on Heroes day. We do believe the deputies will not be able to handle such. Minister, where is the CDF?”
“The mandate of UPDF first is to defend sovereignty of this country but another mandate was to foster harmony and understanding between the defence forces and civilians. And from what Nyeko has said, is the UPDF fostering between civilians and the Army?” wondered Ntwetwe Constituency MP Joel Ssebikaali.
In response, Minister Oboth Oboth said the Ministry of Defence and Veteran Affairs does not have control over what Gen Muhoozi posts on his X account.
“About his [Muhoozi Kainerugaba’s] tweets, as a ministry, we don’t manage his handle. It isn’t an official matter,” said the minister.
“It is really personal as you said and I will be glad that when he appears, he answers those personal questions. I would like to think that I haven’t fully answered, but I have attempted.”
In the end, the committee chairperson, Wilson Kajwengye, who represents Nyabushozi County, ruled that the CDF appears in person on Monday.
“While you laid apology for your colleague Huda Oleru, Minister of State for Veteran Affairs, MPs requested for the whereabouts of the CDF because the CDF himself should be part of this delegation when that question was put, unfortunately, the answer was [that] he didn’t send apologies,” said Kajwengye.
“So, it is the view of the Committee that we send you back to the Ministry Headquarters [and that] you appear before this Committee on Monday at 9am. We expect that you will be fully constituted with the Chief of Defence Forces.”
Muhoozi responds
In response, Gen Muhoozi described MPs as “clowns” and vowed to arrest those summoning him. He also threatened to hang corrupt legislators.
“I will never appear before parliamentary clowns. Instead, I will arrest them all,” he wrote.
“After we kill Besigye, it will be the turn of some MPs. Their necks have grown too fat from stealing money from us. We will hang them!”
It should be remembered that Gen Muhoozi Kainerugaba shocked Ugandans when he posted that Museveni’s presidential challenger Dr Kizza Besigye would be hanged in Gulu this year.
