President Yoweri Museveni has promised to increase the amount of PDM funds allocated to each parish from the current Shs100m to Shs200m after the general elections.
Museveni is currently on a wealth creation regional tour of the Parish Development Model (PDM) in Greater Mubende.
Apart from doubling the PDM allocation per parish, Museveni also said if PDM beneficiaries adhere to the fund’s management guidelines and start to repay their loans by the second years, the fund will have a significant resource envelope of about Shs800m per parish.
The president also saluted the Catholic Church for taking efforts to fight poverty and promote development.
“I’m happy to see that the priest is walking in the footsteps of Jesus Christ, whose mission had four dimensions: to preach the gospel, heal the sick, feed the hungry, and himself worked in the carpentry. I have seen the coffee, cows, and pigs, and also helped our people. I’m also going to help them,” Museveni said on Tuesday, April 15, 2025, at Busunju Parish, Busunju Town Council, Mityana South constituency as he toured by projects Rev Fr Emmanuel Kiyimba, an Catholic priest and farmer.
Rev Fr Kiyimba keeps seven dairy cows, four of which give him 25 liters of milk per day. The Catholic priest earns Shs 1,056,000 per month, translating to Shs 12,672,000 per year from his milk.
From the pigs, the man of God earns Shs5m per year while from his 6.8-acre robusta coffee plantation, he picks Shs7.8m per harvest.
Museveni then promised Shs100m for religious leaders, Shs500m for completion of a local church, as well as a tractor.
State House says that records from the PDM secretariat indicate that a total of Shs19,286,250,000 was sent to Mityana district between the 2021/2022 to 2024/2025 financial years, and that so far, a total of Shs 15,496,250,000 has been disbursed among the 75 registered PDM SACCOs in the district, which accounts for 80 per cent. Although about 15,560 households have been reached, a total of Shs3,790,000,000 is yet to be disbursed, State House further indicated.
It added that, for Mityana municipality, 15 registered PDM SACCO, received Shs3,857,250,000 between the 2021/2022 to 2024/2025 financial years, and that Shs3,103,274,000 has been disbursed, which accounts for 80 per cent, leaving a balance of Shs753,976,000. Several 3,113 households have benefited in the Mityana municipality.
It should be remembered that Museveni went to the PDM tour amidst a scandal in which he is accused of bribing each MP with Shs100m. His government’s PDM program has been mocked as Ugandans compare Shs100m given to one parish, and Shs100m given to just one MP. (See Details Here and There).
